PURPOSE OF THE STUDY

The intention of this project to base its actions over a wide range of fieldwork studies in order to create a documental base line which facilitates understanding of the territorial and population structures in Liquiça District, considering economy, natural, social and cultural particularities.

This study will be essential for the process of identifying territorial stakeholders, as one objective is their inclusion in the participatory process during the constitution of the Rural Development Commission and setting up of the Territorial Strategic Plan in Liquiçá.
In this sense the Rural Development Project in Liquiça II is seeking national or international consultancy, with working experience in Timor Leste, able to conduct such an integral research including collecting data from participant observation, interviews and surveys.

REQUIREMENTS

For this consultancy an eligible organization/individual should have competences in anthropology, sociology, geography, economy, environment or other specializations relevant to the project.

In case of application coming from individuals it shall account with a minimum of two experts and the scheme bellow will be followed:

Expert 1 (Chief of Mission)

• University degree in anthropology, sociology, geography, economy, environment with a master degree related to development preferable on rural development/environment/sociology/economy.
• 7 years minimum professional experience in issues related to this study.
• Knowledge on rural development and environmental protection patters
• Accredited experience in South East Asia and Timor Leste.
• Excellent writing and speaking English, knowledge of Tetun language is desirable

Expert 2 (Chief of Mission Assistant)

• University degree in agronomy, environment with a master degree related to development preferable on rural development/environment/economy...
• 3 years minimum professional experience in issues related to this study.
• Knowledge on rural development and environmental protection patters
• Accredited experience in South East Asia and Timor Leste.
• Excellent English, knowledge of Tetun language is desirable

The general selection criteria for assignment of this consultancy include:

ESTIMATED COST AND PAYMENT

The cost of the consultancy is a reference value of USD 30,000.00 (Thirty thousand U.S. Dollars) includes taxes.
The payment procedure will be as follow:
- 25% after submission of the detailed consultancy design, including the methodology, and working plan.
- 25% at the middle of the study period after submission of the midterm report.
- 50% left at the end of the study period pre-presentation of the final report and all related documents produced during the fieldwork.
All the expenses related to the execution of this study including insurance and visas will be fully covered by the consultancy.
